The project includes the construction of a secondary wastewater treatment plant in Rijeka at the Delta location, as well as the construction and reconstruction of approximately 217 kilometres of sewage and 125 pumping stations. In addition, works will be carried out on approximately 100 kilometres of public water supply pipes in two towns, Rijeka and Kastav, and three municipalities, Viškovo, Čavle and Jelenje, as parts of the Rijeka agglomeration. During the implementation of the EU project, additional works on the construction of the public water supply system will be carried out, which will be financed from local funds.
STRUCTURE OF THE MANAGEMENT AND CONTROL SYSTEM
The Regulation on the bodies in the system of management and control of the use of the European Social Fund, the European Regional Development Fund and the Cohesion Fund, in relation to the objective “Investment for Growth and Jobs” (OG 107/2014, 23/15, 129/15, 15 /17 and 18/17) defines the structure of the management and control system for the use of the European Social Fund, the European Regional Development Fund and the Cohesion Fund:

PROJECT BENEFITS
In the project areas, the connection to the public sewage system will be increased, the functioning of the existing public sewage system will be optimised and enhanced, and the quality of water supply will be improved. The current rate of connection of the population of the Rijeka agglomeration to the public sewage system will increase from the existing 75 percent to approximately 92 percent by the end of the project.
Increasing the connection rate will be ensured by enabling the connection of facilities located below the level of the sewage, both newly built and existing. For their connection to the public sewage system, 2512 small local internal pumps will be supplied, which will be financed by European grants.
Furthermore, the project includes the optimisation of the existing combined public sewage system (system that receives both storm water and sanitary wastewater) which will solve the problem of the negative impact on the sea along the city of Rijeka, the problem of the intrusion of the seawater into the sewage system and sedimentation in the main coastal combined sewage parallel to the coast with an extremely small slope, which reduces their flow capacity, etc.
Simultaneously with the works on the public sewage system, parts of the public water supply system will be replaced in areas where it is not possible to perform works on the sewage without damaging the water supply pipelines. These replacement works will reduce losses in the water supply system by approximately 8 percent and increase the efficiency of the water supply system while reducing the quantities of water abstracted.

TOTAL PROJECT VALUE
The “Improvement of the water communal infrastructure – Rijeka Agglomeration” project is worth 233,799,649.88 EUR (excluding VAT), and is co-financed by the European Union in the amount of 166,772,643.17 EUR (excluding VAT), representing 71.33% of the costs. European Union funds are provided through the Operational Programme “Competitiveness and Cohesion” for the 2014-2020 period.
The remaining part of the project costs in the amount of 67,027,006.70 EUR, or 28.67%, is provided from the national funds for co-financing of project costs. On part of the Republic of Croatia, the Ministry of Environmental Protection and Energy and Hrvatske vode each provide 24,575,451.99 EUR. The remaining 17,876,102.73 EUR of national funds is provided by the company KD VODOVOD I KANALIZACIJA d.o.o. through a long-term financial loan.
